How do I get the CSV file provided in the resource onto the VM so that the script can pick it up.

You may have already tried this. Try C:\Newusers.csv instead of C:/Newusers.csv.
This path says that the csv file is located on the root of your C drive.
Be sure you have permissions to the root of the C drive as well or you could try and move the file to a known good location that you have already used.
